Developers must create AI recommendation engines that identify all permits and licenses needed based on business activities and location, provide application guidance, and create clear compliance roadmaps that transform business registration from an insurmountable obstacle to a manageable process.

The Permit/License Recommendation Engine Challenge calls for developers to create AI systems that automatically identify which permits, licenses, and registrations a business needs based on their activities and location. This challenge addresses the bureaucratic maze that prevents business formalization and growth.
Participants will develop recommendation engines that take business descriptions, activities, and locations as input and output comprehensive lists of required permits and licenses. The system should explain why each permit is needed, provide application procedures, estimate costs and timelines, and identify dependencies between different permits.
Successful solutions will maintain updated databases of permit requirements across jurisdictions, use NLP to understand business activities from descriptions, apply rule-based and ML approaches to match activities to requirements, and provide personalized compliance roadmaps. The system should handle various business types from street vendors to tech startups.
We particularly value solutions that cover multiple African countries and cities, include informal sector formalization pathways, provide cost-benefit analysis of formalization, and integrate with government licensing portals. The platform should simplify business registration, reduce informal operations, and help governments support entrepreneurship.
